Franklin High School and Toby Johnson Middle School is the second high school and middle school combination for Elk Grove Unified School District. The proximity of the two schools on a shared site allows each school to possess its own identity, while creating opportunities for an educational program spanning grades 7 to 12. Separating the two schools is Franklin Community Library, which serves as a link between the middle school, high school and community.

A committee in the school district spent a year developing the educational specifications. The education specifications were developed around identified commonalities found in the California Department of Education curriculum guides, Caught in the Middle, and Second to None. Concepts such as "integrated curriculum", "active learning", "clusters/teams" and "collaborative learners" are reflected in the design of the facilites
